For more than three decades, the Democratic Republic of Congo has been the epicentre of one of the world's most violent, deadly and underreported crises. Despite holding some of the planet's most valuable mineral resources—minerals essential to modern technology and the global green transition—Congo remains a country ravaged by conflict, foreign interference, mass displacement, economic plunder and a humanitarian emergency. The tragedy is not rooted in scarcity, but in abundance. Congo's wealth has consistently attracted predatory interests, both neighbouring and international, and has generated a shadow economy in which the suffering of millions is quietly converted into profit for governments, corporations and armed groups.
It is within this context that the European Union's decision to sign an agreement with the Rwandan government intended to secure the supply of critical materials used in smartphones and electric cars must be understood. The agreement, promoted as part of the EU's strategic plan to diversify supply chains and reduce reliance on China, was announced as a partnership for development, transparency and sustainability. Yet the evidence available to the EU before the agreement was signed painted a very different picture. Rwanda is not a major producer of these minerals. It is, and has been for decades, a central redistribution hub for minerals smuggled from the Democratic Republic of Congo. These minerals are extracted under conditions of extreme violence, often by militias or rebel groups, transported illegally across the border, laundered through Rwanda's certification system and exported to international markets as supposedly clean, conflict-free products.

Pourquoi le Rapport Mapping des Nations Unies sur la RDC a été enterré :

Introduction
Publié en 2010, le Rapport Mapping du Haut-Commissariat des Nations Unies aux droits de l'homme fut l'une des enquêtes les plus vastes jamais réalisées sur les crimes commis en Afrique centrale. Couvrant la période de 1993 à 2003, il documente 617 incidents de violations graves des droits humains : massacres, violences sexuelles, exécutions sommaires, tortures, déplacements forcés et attaques systématiques contre des civils. Le rapport avance même que certaines attaques contre les réfugiés hutus rwandais et les populations hutues congolaises pourraient constituer des actes de génocide si un tribunal compétent en apportait la preuve.
Pourtant, malgré sa gravité, le rapport a été discrètement enterré. Ses recommandations – création de mécanismes judiciaires, commissions vérité, poursuites des responsables – n'ont jamais été mises en œuvre. Cette inaction ne s'explique pas seulement par la lenteur bureaucratique. Elle est le résultat d'un enchevêtrement d'intérêts géopolitiques, de pressions diplomatiques, de calculs régionaux, d'inerties institutionnelles et d'un profond désintérêt du monde lorsque les victimes sont africaines.
Ce texte analyse les raisons pour lesquelles ce rapport a été étouffé : le rôle déterminant des États-Unis et du Royaume-Uni dans la protection de leurs alliés rwandais et ougandais ; l'incapacité du gouvernement congolais à exiger justice ; la négligence de l'Union africaine ; l'auto-censure des Nations Unies ; et enfin un facteur essentiel souvent ignoré : quand les victimes sont africaines, la mobilisation internationale est faible, voire inexistante. Si les mêmes crimes s'étaient produits en Europe – comme en Ukraine – la réaction mondiale aurait été immédiate et massive.
Le résultat est tragique : un des pires massacres de la fin du XXᵉ siècle demeure impuni, et son ombre continue d'alimenter l'instabilité dans toute la région des Grands Lacs.

Covering the period from 1993 to 2003, this damning investigation documented 617 serious crimes committed in the Democratic Republic of Congo (DRC)—mass killings, systematic sexual violence, torture, forced displacement, and the deliberate targeting of civilians. Most explosively, it concluded that atrocities committed by the Rwandan Patriotic Army (RPA) against Rwandan Hutu refugees and Congolese Hutu populations could constitute acts of genocide if proven before a competent court.
Yet the report was buried. Deliberately. Systematically. Shamelessly.
No tribunal was established. No perpetrators were prosecuted. No justice was delivered. The recommendations for accountability mechanisms and truth-seeking processes were quietly shelved.

In DR Congo's Uvira, pro-government militia actions show abuses aren't just an M23 problem
"People were whipped, arrested, some died in detention."
Life for people living under occupation by the Rwanda-backed M23 rebel group – which has seized vast swathes of eastern Democratic Republic of the Congo – has been marked by widespread human rights abuses and economic turmoil.
Yet in the lakeside city of Uvira, suffocating daily pressures and abuses come not from the rebels but from the army and, especially, pro-government militias, who claim to protect the city and fight the M23.
"Their bombs are affecting the entire population, when they should be aimed at the enemy," said a local resident whose neighbour lost a child due to stray gunfire two months ago and whose name is being withheld to protect them from reprisals. "We just want peace."
With more than 700,000 inhabitants and sitting on the border with Burundi, Uvira is the last major stronghold of the Congolese government in South Kivu – one of two provinces that the M23 and Rwandan troops are currently occupying.
For months, fear has hung over the town as residents braced for what many assumed was inevitable: that the M23 would push south and seize the city, triggering more humanitarian upheaval in a conflict that has already displaced millions.
Yet even without the M23's arrival, residents say life in Uvira has been incredibly difficult, largely due to the presence of pro-government militias known as Wazalendo ("patriots" in Kiswahili), who are drawn from numerous local armed groups.
Wazalendo groups are supposed to act as army reservists and proxies against the M23, yet in Uvira they have taken over state functions and even clashed with the army, amid mutual accusations of spying for the rebels and abandoning front lines.
The militias are also accused of targeting Uvira's Banyamulenge population – Congolese Tutsis in South Kivu who are often perceived as supporting the Tutsi-commanded M23 – in acts of harassment and intimidation.
Army personnel have denied any responsibility for managing the conduct of Wazalendo militias – who are also accused of abuses by human rights groups and the UN – even as the military supplies them with weapons and money.
So militarised is Uvira that even without the presence of the M23, a displaced woman – a mother of six who fled to the city in February – said she hears gunfire every night from the makeshift shelter where her family now lives.
"We came here hoping to find peace, but there is no peace," she said. "We don't even have tarpaulin sheets. We need plastic bags to build a shelter, and we can only eat if we wash dishes or do laundry for families."

La question de savoir pourquoi les Nations unies n'ont pas agi sur la base de leurs propres preuves concernant les massacres de réfugiés hutu rwandais en ex-Zaïre, devenu aujourd'hui la République démocratique du Congo (RDC), représente l'un des échecs les plus importants et les plus non résolus des droits humains de l'ère post-guerre froide. Entre 1996 et 1997, les forces armées du Front patriotique rwandais (FPR), opérant sous le nom d'Armée patriotique rwandaise (APR), ont mené des attaques systématiques et étendues contre les réfugiés hutu rwandais en République démocratique du Congo (RDC). Ces opérations ont impliqué la destruction des camps de réfugiés, la poursuite de civils en fuite à travers des milliers de kilomètres de forêt équatoriale, ainsi que le meurtre de femmes, d'enfants, de personnes âgées et de malades. Les éléments recueillis par les Nations unies, les organisations humanitaires et les organisations de défense des droits humains montrent des schémas de violence constituant de graves violations du droit international humanitaire et du droit international des droits de l'homme. Rwanda's President Paul Kagame's "Licence to Kill": Why the International Community Failed to Act on the Massacres of Hutu Refugees in the Democratic Republic of Congo (1996–1997)
Abstract
Between 1996 and 1997, armed forces of the Rwandan Patriotic Front (RPF), operating as the Rwandan Patriotic Army (RPA), carried out widespread and systematic attacks against Rwandan Hutu refugees inside the Democratic Republic of Congo (DRC). These operations involved the destruction of refugee camps, the pursuit of fleeing civilians through thousands of kilometres of rainforest, and the killing of women, children, the elderly, and the sick. Evidence collected by the United Nations, humanitarian organisations, and human-rights groups demonstrates patterns of violence that constitute serious violations of international humanitarian and human-rights law. The 2010 United Nations Mapping Report concluded that the nature and scale of these attacks could, if proven before a competent court, be characterised as crimes of genocide.
Despite extensive documentation, the international community has taken no meaningful action to address these atrocities. No tribunal has been created, no judicial investigation has been authorised by the UN Security Council, and no perpetrators have been held accountable. This article analyses the evidence, explains why accountability has been obstructed, and presents policy recommendations for international decision-makers who seek to break the cycle of impunity in the Great Lakes region.

Why Has the UN Ignored Its Own Reports About the Massacres of Hutu Refugees in the DRC?
Introduction: A Neglected Chapter of International Criminal Justice
The question of why the United Nations has not acted on its own evidence concerning the massacres of Rwandan Hutu refugees in what was then Zaire, now the Democratic Republic of Congo (DRC), represents one of the most significant unresolved human-rights failures of the post-Cold War era. Between 1996 and 1998, tens of thousands—and in some accounts hundreds of thousands—of Rwandan Hutu refugees were massacred, starved, hunted, or disappeared during and after the First Congo War. Multiple United Nations investigations, reports from Human Rights Watch, Amnesty International, Médecins Sans Frontières, and scholarly studies by Reyntjens, Prunier, Lemarchand, and others have documented systematic killings, deliberate obstruction of humanitarian access, and patterns of pursuit that targeted civilians on the basis of their identity.
The most detailed United Nations document addressing this period, the 2010 UN Mapping Report, identifies 617 incidents of serious violations of international human-rights and humanitarian law in the DRC between 1993 and 2003. Crucially, the Mapping Report concluded that attacks by the Rwandan Patriotic Army (RPA/RPF) against Hutu refugees might, if proven before a competent court, amount to crimes against humanity, war crimes, and potentially acts of genocide. Despite this, the United Nations has taken no concrete steps to establish a tribunal, initiate an ICC referral, or pursue criminal responsibility for these crimes. The absence of accountability has generated a profound silence around what several scholars describe as one of the largest unpunished massacres of unarmed civilians in modern African history.
Explaining this failure requires an examination of complex geopolitical, institutional, and normative factors that shaped the UN's response. Ultimately, the reasons fall into overlapping categories: geopolitical protection of Rwanda by major powers, institutional fear of "reopening" the Rwanda narrative, the remote and undocumented nature of the atrocities, internal UN conflicts, humanitarian misjudgements, the political invisibility of the victims, the international demonisation of Hutu refugees, and the political constraints inherent to the UN's own legal mechanisms.

Introduction : un chapitre négligé de la justice pénale internationale
La question de savoir pourquoi les Nations unies n'ont pas agi sur la base de leurs propres preuves concernant les massacres de réfugiés hutu rwandais en ex-Zaïre, devenu aujourd'hui la République démocratique du Congo (RDC), représente l'un des échecs les plus importants et les plus non résolus des droits humains de l'ère post-guerre froide. Entre 1996 et 1998, des dizaines de milliers – et selon certains récits plusieurs centaines de milliers – de réfugiés hutu rwandais ont été massacrés, affamés, traqués ou ont disparu pendant et après la Première Guerre du Congo. Plusieurs enquêtes des Nations unies, des rapports de Human Rights Watch, d'Amnesty International, de Médecins Sans Frontières, ainsi que des travaux académiques de Reyntjens, Prunier, Lemarchand et d'autres ont documenté des massacres systématiques, l'obstruction délibérée de l'aide humanitaire et des formes de poursuite ciblant des civils sur la base de leur identité.
Le document onusien le plus détaillé traitant de cette période, le Rapport de cartographie des Nations unies de 2010, identifie 617 incidents graves de violations des droits de l'homme et du droit international humanitaire en RDC entre 1993 et 2003. Le rapport conclut que certaines attaques menées par l'Armée patriotique rwandaise (APR/FPR) contre les réfugiés hutu pourraient, si elles étaient prouvées devant un tribunal compétent, constituer des crimes contre l'humanité, des crimes de guerre, voire des actes de génocide. Malgré cela, les Nations unies n'ont pris aucune mesure pour établir un tribunal, initier un renvoi à la Cour pénale internationale ou poursuivre les responsabilités pénales liées à ces crimes. L'absence d'action a créé un silence profond autour de ce que plusieurs chercheurs décrivent comme l'un des plus grands massacres impunis de civils non armés dans l'histoire africaine contemporaine.
Expliquer cet échec nécessite d'examiner des facteurs géopolitiques, institutionnels et normatifs complexes. Les raisons principales relèvent d'une protection géopolitique du Rwanda par les grandes puissances, d'une crainte institutionnelle de « réécrire » le récit du Rwanda, de l'isolement géographique des atrocités, de conflits internes au sein de l'ONU, d'erreurs humanitaires, de l'invisibilité politique des victimes, de leur stigmatisation internationale et des limites structurelles des mécanismes juridiques onusiens.

On 30 October 2025, Paris hosted a major diplomatic event: the Conference in Support of Peace and Prosperity in the Great Lakes Region. This meeting, chaired by French President Emmanuel Macron and conducted with regional facilitator Faure Essozimna Gnassingbé, President of Togo, aimed to revive a political dynamic capable of halting the deterioration of security in the eastern Democratic Republic of Congo (DRC). It brought together governments, international donors, multilateral institutions and humanitarian agencies, all aware of the humanitarian emergency and the geopolitical stakes of the region.
At the end of the discussions, the conference announced the mobilisation of approximately €1.5 billion, a sum intended to support stabilisation, humanitarian assistance, reconstruction and economic recovery. One of the central recommendations concerned the immediate reopening of Goma International Airport, an essential infrastructure for security, the economy and humanitarian operations. Yet despite the international agreement, Rwanda categorically opposed it. Introduction: A Deepening Crisis Worsened by International Silence
The crisis in the eastern Democratic Republic of Congo (DRC) has reached a critical point, marked by intensifying violence, the occupation of vast territories by the M23 rebel movement, the active involvement of Rwanda, and a humanitarian collapse affecting millions of civilians.
One of the most striking symbols of this situation is the persistent refusal to reopen Goma International Airport—an essential infrastructure for the survival of the local population and for the sovereignty of the DRC.
Yet during the Conference for Peace and Prosperity in the Great Lakes Region, held in Paris on 30 October 2025, states and international institutions unanimously recommended the immediate reopening of the airport. This measure was meant to ensure humanitarian access, restart economic activity, and gradually restore Congolese state authority.
Despite this consensus, no government, no international organisation, and no global power demanded its implementation. Rwanda categorically rejected the recommendation, and the international community accepted this rejection through its silence.
This situation raises a fundamental question: how can such a grave and well-documented crisis persist under the watch of the international community without it fulfilling its moral and legal obligations?
