International law defines occupation by the exercise of effective control over territory and population without genuine consent from the sovereign state. Introduction
Les comparaisons historiques sont souvent dérangeantes, mais elles demeurent indispensables pour comprendre la répétition de certains schémas de domination, de violence et d'impunité. Comparer l'implication militaire du Rwanda et l'occupation de facto de certaines parties de l'Est de la République démocratique du Congo à l'occupation nazie de l'Europe durant la Seconde Guerre mondiale ne vise ni à confondre les idéologies ni à banaliser l'Holocauste. Il s'agit d'une comparaison analytique, fondée sur les structures de l'occupation, les méthodes de contrôle, l'exploitation économique, la manipulation des récits et l'échec de la communauté internationale à faire respecter le droit international et à protéger les civils.
Pour les populations congolaises du Nord et du Sud-Kivu, l'occupation n'est pas une notion juridique abstraite. Elle constitue une expérience vécue au quotidien, marquée par la peur, les déplacements forcés, la perte des moyens de subsistance et l'effondrement de l'autorité de l'État. Rather, it is an analytical comparison focused on structures of occupation, methods of control, economic exploitation, narrative manipulation, and the failures of the international community to uphold international law and protect civilians.
For Congolese communities living in North and South Kivu, occupation is not an abstract legal term. It is a daily lived experience defined by fear, displacement, loss of livelihoods, and the erosion of state authority. Examining this reality through historical parallels helps expose what is often obscured by diplomatic language and security narratives.

While the State of Israel was established in the Middle East in 1948, Zionism's founder, Theodor Herzl, once considered an African territory (part of modern-day Kenya) as a potential Jewish homeland due to rampant antisemitism in Europe, a proposal known as the "Uganda Scheme," though it was ultimately rejected in favor of a return to Palestine. Later, Israel developed complex relationships with African nations, including political and military ties with Apartheid South Africa, despite public condemnation of its policies, complicating broader African-Israeli relations.
The "Uganda Scheme" of 1903:
