Le discours de haine en RDC : un refrain sans musique

 

En République démocratique du Congo, le discours de haine est devenu un mot-valise. On l'agite, on le répète, on l'impose dans les communiqués diplomatiques et les plateaux médiatiques comme un refrain obligatoire. Pourtant, ce refrain sonne creux. Il n'a ni mélodie, ni harmonie, ni contexte. Il est souvent déconnecté de la réalité vécue par les populations de l'Est du pays, là où la guerre dure depuis près de trois décennies. Parler de « discours de haine » en RDC sans parler d'agression, d'occupation, de massacres et de pillage, c'est demander à un peuple meurtri de se taire au nom d'une paix abstraite qui ne le protège pas.

Hate Speech in the DRC: A Refrain Without Music

In recent years, "hate speech" has become a central term in diplomatic statements, UN briefings, and international media coverage concerning the Democratic Republic of the Congo (Democratic Republic of the Congo). It is repeated with insistence, often presented as a principal driver of violence in the eastern part of the country. Yet, detached from context, this narrative risks becoming a refrain without music: loud, repetitive, and ultimately misleading.

 

For international audiences—particularly in the European Union and the United States—this framing demands careful scrutiny. Under international law, political speech, even when angry or accusatory, does not automatically constitute hate speech. More importantly, the systematic focus on language rather than violence risks obscuring the primary legal reality: the DRC is the victim of prolonged armed aggression, massive human rights violations, and violations of its sovereignty.

Since Axel Rudakubana's parents are Tutsi genocide survivors, and his father, Alphonse Rudakubana, is a nephew of Wellars Gasamagera, the Secretary General of Rwanda's ruling party - RPF, the tragedy that occurred in the UK has not been mentioned by any tabloids or news outlets in Rwanda. However, had Axel Muganwa Rudakubana been a child of a Hutu, or a child of a Tutsi opposition figure, we can all guess the type of headline that would have appeared in the tabloid controlled by Criminal Paul Kagame.
