The Los Angeles Rams and LA Clippers announced sponsorship agreements Monday with the Rwandan government, which for several years has been expanding its international sports presence while facing accusations of trying to whitewash its decades-long record of human rights abuses.

As part of the deals, the Rams and Clippers will promote tourism to the East African country. "Visit Rwanda" -- the marketing slogan for the Rwanda Development Board -- will be the exclusive jersey patch for the Clippers, while "Visit Rwanda" will be advertised in the Rams' home, SoFi Stadium.

The Rwanda Development Board described the deals as "multiyear" without offering specifics on the lengths of the contracts or the amount of money the country is paying the teams. Neither the Clippers nor the Rams provided details.

Rwanda, one of the poorest countries in the world, has had a similar deal with Arsenal, and it reportedly pays the soccer powerhouse at least $12 million per year.

Last year, ESPN published a report detailing how the NBA's relationship with the Rwanda government and President Paul Kagame was central to its expansion in Africa -- even as the league looked past human rights abuses far worse than those it and its players actively oppose in the United States. The abuses include reports of imprisonment, torture and murder of political opponents, as well as the funding of child soldiers in the neighboring Democratic Republic of Congo.

Neither the Rams nor Clippers responded to questions about the deal Monday. An NBA spokesperson also did not immediately respond.

An NFL spokesperson said the Rams "made the league aware of this sponsorship, which is not prohibited by NFL policy and complies with federal law."

In a statement announcing the sponsorship deals, Jean-Guy Afrika, CEO of the Rwanda Development Board, said, "This engagement enables us to export Rwanda's unrivaled natural beauty and extraordinary biodiversity to the people of Los Angeles as well as NBA and NFL fans everywhere."

In 2021, at a new, $104 million arena built in Rwanda's capital city of Kigali, the NBA launched the Basketball Africa League, its first league outside North America. The NBA has said the U.S. government encouraged it to do business in Rwanda. Deputy commissioner Mark Tatum told ESPN last year that the league's focus is on helping the country develop and on improving the lives of its people.

As part of a five-year contract extension signed in 2023, Rwanda pays the NBA's business entity in Africa $6 million to $7 million annually in exchange for teams displaying "Visit Rwanda" on their jerseys and the Kigali arena hosting some playoffs. Rwanda's national airline, RwandAir, also is the league's official travel partner. Rwanda receives more than $1 billion in annual foreign aid, including more than $150 million from the U.S.

Earlier this year, the Democratic Republic of Congo called on the NBA, Formula 1 and several major international soccer clubs to end multimillion-dollar deals with Rwanda's autocratic government.

L'accusé n'avait jamais exprimé le moindre regret.. Sa culpabilité ne pourra jamais être établie par la justice. Il passe pour un héros aux yeux de sa famille et de la diaspora génocidaire Le Collectif des Parties Civiles pour le Rwanda (CPCR) dénonce l'ubuesque et intolérable prétention de Félicien KABUGA à s'inviter en France. Elle constitue un défi aux rescapés du génocide des Tutsi et une insulte à toute personne éprise de justice. Après sa fuite en 1994, Félicien KABUGA était parvenu à échapper aux policiers du Tribunal pénal international pour le Rwanda (TPIR). Il n'a été arrêté qu'en 2020 en banlieue parisienne, où sa famille le cachait. Aujourd'hui, compte-tenu des risques de troubles à l'ordre public, seul le Rwanda accepte d'accueillir Félicien Kabuga. Ce que refuse l'homme déclaré dément. Le CPCR relève que la procédure engagée par Félicien KABUGA à Paris intervient un mois après celle de la famille de son ami Protais ZIGIRANYIRAZO. La famille de cet autre organisateur majeur du génocide des Tutsi, décédé au Niger, cherche à imposer par la voie judiciaire son inhumation à Orléans (Loiret) Cette similitude n'est pas l'effet du hasard. Dès 1994, Paris a favorisé l'accueil en France de nombreux organisateurs du génocide et de leurs familles. Cette protection a été interprétée comme 'une garantie d'impunité. De fait, en 2021 le rapport commandé par le président de la République à une commission d'historiens dirigée par Vincent Duclert, a conclu à une « responsabilité lourde et accablante » de Paris dans le génocide des Tutsi du Rwanda. Le CPCR regrette que cette situation perdure sur le plan judiciaire.  Il ne suffira pas de refuser le retour en France de Félicien Kabuga ou de ses comparses. Aucun nouveau procès n'a été engagé en 2025 pour l'un des quelque trente-cinq réfugiés rwandais en France mis en examen pour génocide. Ce déni de justice constitue un trouble permanent à l'ordre public. Le CPCR attend du gouvernement français une réaction à la mesure de l'arrogance des génocidaires et de leurs familles. Il est indispensable d'augmenter les, moyens humains et matériels du pôle judiciaire « Génocides » pour que tous les suspects soient jugés avant leur décès ou avant un diagnostic de démence sénile, synonymes d'impunité. Introduction

L'interview accordée récemment par Massad Boulos à Radio Kinshasa a provoqué une onde de choc dans l'opinion publique congolaise et au-delà. Ses propos, loin d'apporter de la clarté sur la crise de l'Est de la République démocratique du Congo (RDC), ont été perçus comme une tentative de minimiser la gravité des crimes commis, de détourner l'attention de la responsabilité directe du Rwanda, et de redéfinir unilatéralement les priorités diplomatiques.

Selon Boulos, les négociations de Doha constitueraient le cœur du problème, alors même que l'Accord de Washington avait été présenté par les États-Unis comme le principal outil de résolution. Donald Trump, dans son style caractéristique, s'était même vanté d'avoir « arrêté la guerre » entre Kigali et Kinshasa grâce à cet accord. Pourtant, la guerre se poursuit, le M23 progresse, et les Forces de défense rwandaises (RDF) continuent d'opérer en territoire congolais.

Who is Kayumba Nyamwasa.

• He is a former Rwandan general, once in the leadership of the Rwandan Patriotic Front (RPF), and served in various senior military/intelligence positions. 
• He later fell out with Rwandan President Paul Kagame, went into exile in South Africa, and has made allegations of political repression, corruption etc. 
Spain's Warrant / Search & Arrest Orders
• As of September 2025, Spain's National Court (Audiencia Nacional) judge José Luis Calama has ordered a search and capture (búsqueda y captura) warrant for Kayumba Nyamwasa. The warrant is for his arrest and unconditional preventive detention. 
• The charges include: terrorism, torture, genocide, crimes against humanity, and specifically the murder of four Spanish citizens. These Spanish victims are:
1. Priest Joaquim Vallmajó
2. Nurse María Flors Sirera Fortuny
3. Photographer Luis Valtueña Gallego
4. Doctor Manuel Madrazo Osuna 
• The warrant was issued in July 2025. The defense's appeals against it were rejected in August 2025 by the criminal division of Spain's National Court. 
• There had previously been attempts to get him to give a statement by videoconference (in May 2024) through a rogatory commission to South Africa, which did not succeed. His whereabouts were declared "unknown" at some stage. 

Legal / Extradition Context
• Spain is using its universal jurisdiction laws to pursue war crimes, crimes against humanity etc. in cases involving those accused of serious crimes abroad. 
• Nyamwasa has political refugee status in South Africa. 
• There have been earlier warrants:
• A Spanish warrant in 2008 for genocide, crimes against humanity etc. 
• A French judge (Jean-Louis Bruguière) also issued warrants / was investigating Nyamwasa among others for the downing of the plane in which Rwandan President Juvénal Habyarimana died (an event which triggered the 1994 genocide) plus other alleged crimes.

The order to search and capture of a Rwandan general for genocide and killing four Spaniards.

The National Court magistrate José Luis Calama has ordered the search and capture of Kayumba Nyamwasa, a general and former head of Rwanda's secret services, who is under investigation for terrorism, torture, genocide and crimes against humanity.

In the court order, which El Confidencial has seen, the judge places him among the top responsible for mass killings of civilians in Rwanda during the 1990s, and asserts that he ordered the assassination of four Spaniards: the priest Joaquim Vallmajó; the nurse María Flors Sirera Fortuny; the photographer Luis Valtueña Gallego; and the doctor Manuel Madrazo Osuna.

Calama links Nyamwasa to various war crimes and notes that "he coordinated the military operation in the Byumba stadium," a town in northern Rwanda. That event took place in April 1994, when 2,500 Hutu refugees were gathered "to be massacred by throwing grenades and then opening indiscriminate automatic-rifle fire," according to the judge.

The magistrate suspects that Nyamwasa has been residing in South Africa since 2010, after being granted political refugee status despite ongoing investigations by France, Spain and Rwanda. In May 2024, Spain's National Court issued a request to South Africa to interrogate him by video conference, but the South African authorities never responded.

Nyamwasa's lawyers, who are formally part of the case, committed to arranging a date for the interrogation, but later stated that he "is in an unknown location." That led Calama, last July, to issue the search and capture order to ensure his provisional, unconditional detention. A copy of the order was sent to the Ministry of Justice, and in August the Criminal Chamber of the National Court rejected the defence's appeal against it.

The general Nyamwasa

The judge links Nyamwasa to the events in Rwanda since 1990, when "a political-military structure, heavily armed and organized, began a series of criminal activities" aimed at seizing power. Its armed wing was the Rwandan Patriotic Army (APR) and its political arm the Rwandan Patriotic Front (RPF).

These groups were founded in Uganda by exiled Tutsis and launched "terrorist-style attacks on northern Rwanda," as well as military operations against both the Rwandan army and civilian populations. That offensive culminated in the assassination of the country's Hutu president in 1994.

"From that moment until June 1994, extremist Hutus responded, and 800,000 people were killed, mostly of the Tutsi ethnicity, along with moderate Hutus," Calama explains. "After that, the RPF/APR took power in Rwanda, and began persecuting and exterminating Hutus."

The magistrate asserts that Nyamwasa, then holding the rank of major general, played a decisive role. "Horrendous crimes against humanity were committed, which are the subject of this procedure, and Kayumba Nyamwasa appears as a direct responsible party," he notes. "These massacres were carried out by direct order of Kayumba Nyamwasa and his subordinates."

Calama emphasises that Nyamwasa eventually acted as head of Rwanda's secret services. He also served as Chief of Staff of the army from 1998 to 2002.

The killing of the four Spaniards

The National Court began investigating the Rwandan genocide in 2008. A reform of universal jurisdiction in 2014 forced the case to be shelved, but in 2017 it was partially reopened after South Africa withdrew protection for Nyamwasa and the Spanish prosecution sought his extradition.

"Under his orders, the kidnapping and subsequent murder of the Spanish priest Joaquim Vallmajó and other Hutu Rwandan clergy in the Byumba zone in late April 1994" were carried out, the judge recalls. "He ordered and oversaw the killing of the three Médicos del Mundo (Doctors of the World) Spaniards: María Flors Sirera Fortuny, Manuel Madrazo Osuna and Luis Valtueña Gallego," he adds.

Father Vallmajó was kidnapped on 26 April 1994 by a group of RPF soldiers in the convent of the Sisters of Our Lady of Good Counsel in Kageyo, northern Rwanda. According to accounts from the convent, the last time the sisters saw him he was climbing into a truck of soldiers while making "a large, visible sign of the cross," as they recorded in the convent's diary.

The three Spanish aid workers from Médicos del Mundo were murdered on 18 January 1997 at the NGO's office in Gatonde, northwest Rwanda. Reporting at the time suggested they were shot in the head, and early testimonies pointed to Hutu militias as responsible. But now the Audiencia's investigation places this general of the RPF behind those crimes.

The other "massacres" of Nyamwasa

Beyond the murders of the Spaniards, Calama argues that Nyamwasa "was the top commander of operations carried out by the APR from late 1996 to early 1997 in northwest Rwanda," including massacres in the Ruhengeri region and in Gisenyi, Cyangugu, Nyakinama, and Mukingo.

Amnesty International detailed these killings in a 1997 report, warning that Ruhengeri and Gisenyi were zones where APR soldiers committed many extrajudicial executions. The report noted that, in January 1997, accounts of massacres began to surface in increasing frequency. In one case in Ruhengeri, the APR surrounded a group of unarmed civilians on 23 January and killed 28 of them. In another case, 24 were herded into a building and grenades were thrown inside. 

Calama also highlights that, as head of military secret services, Nyamwasa "organised and executed terror attacks against enemies of the regime." He planned military missions such as hiding weapons and ammunition in underground caches ahead of the final assault for power.

These operations included "systematic, planned attacks on predetermined or gathered populations, disappearances, summary extrajudicial executions and other similar actions." Apart from the massacres already referenced in northwest Rwanda, the judge draws attention to "the particularly cruel massacre carried out in the Nyacyonga camp." That mass killing occurred in a displaced persons' camp in mid-April 1994.

When the National Court first opened the investigation in 2008, it summarised what happened in Nyacyonga thus: "This camp was strategically surrounded, with APR soldiers firing in all directions to force displaced persons to congregate in the centre. Anyone who tried to flee was bound and killed with machetes. When a portion of that group attempted to break out, automatic weapons were fired indiscriminately. Survivors were funnelled toward Byumba and ambushed by APR soldiers and massacred."

[Rwanda Forum] Rwanda-Occident: Scandale politico-sportif.

L'Occident et ses Multinationales recommandent aux autres états africains d'instaurer une dictature à la Paul Kagame du Rwanda qui réussit à organiser un championnat du Monde.

Seul un pays sous une dictature implacable et génocidaire d'une clique "d'étrangers" uniquement préoccupée par l'exploitation de la Majorité autochtone à défaut de la réduire par divers moyens ( massacres de messe , génocide, déplacements et nettoyage ethnique...) peut accueillir un tel championnat dans pareilles conditions et le réaliser sans le moindre accroc. Un pays de 14 millions d'habitants dont 75 % vivent en dessous du seuil de la pauvreté et survivent au jour le jour par de petits boulots, où 60 % de jeunes sont au chômage, où 80 % de la population vivent de l'agriculture.., oser décréter sans vergogne que : circulation interdite pour tout véhicule ou matériel roulant sur toutes les routes du pays pendant une semaine, écoles et services publics fermés pendant une semaine dans tout le pays, marchés et lieux de commerce publics fermés pendant une semaine dans tout le pays, ordonner à la population même rurale à se masser au bord des routes de 06hr00 à 18hr00 sans de quoi manger ni boire et quelles que soient les conditions climatiques sous peine d'arrestation etc... Seule le régime dictatorial Tutsi de Paul Kagame du Rwanda peut se permettre de réaliser cet " exploit" insensé. Mais le plus honteux et scandaleux est que les multinationales financent sans état d'âmes cette folie du dictateur Tutsi Paul Kagame qui tue la population du Rwanda avec ce genre d'amusements macabres, mais aussi que certains pays y participent et leurs médias en font la publicité et même s'extasient d'admiration au dictateur Tutsi Paul Kagame.

De là à conclure que l'Occident prône la dictature à la Kagame du Rwanda comme système politique idéal et la recommande aux autres pays africains encore démocratiques, ce ne serait que logique.
