Introduction

Depuis plus de deux décennies, la politique des États-Unis dans la région africaine des Grands Lacs est largement structurée autour d'alliances stratégiques avec les gouvernements du Rwanda et de l'Ouganda. Ces partenariats ont émergé après le génocide de 1994 au Rwanda et ont été construits autour de la coopération sécuritaire, de la reconstruction post-conflit et de l'influence régionale. Le Rwanda dirigé par le Front Patriotique Rwandais (FPR) et l'Ouganda dirigé par le président Yoweri Museveni ont été présentés par de nombreux décideurs occidentaux comme des gouvernements réformateurs capables de stabiliser une région fragile.

Ces gouvernements ont été présentés comme réformateurs, disciplinés et capables de reconstruire des États sortant d'un conflit tout en contribuant à la sécurité régionale.

US Strategic Failure in the Africa Great Lakes Region and the Need for Policy Repair

Introduction

For nearly three decades, United States policy in the Africa Great Lakes region has been shaped by a strategic alliance with Rwanda and Uganda. After the 1994 genocide in Rwanda and the rise of the Rwandan Patriotic Front (RPF), Western governments, particularly the United States and the United Kingdom, embraced Rwanda and Uganda as strategic partners in Africa. These governments were presented as reformist, disciplined and capable of rebuilding post-conflict states while contributing to regional security.

However, the long-term consequences of this policy have been deeply controversial. Rwanda and Uganda became the most powerful military actors in the region and were repeatedly accused of destabilising neighbouring countries, particularly the Democratic Republic of Congo (DRC). At the same time, both countries developed increasingly authoritarian political systems with limited democratic accountability.

Critics argue that unconditional Western support enabled militarisation, political repression and economic exploitation of conflict zones. Instead of promoting democracy and regional stability, the policy arguably contributed to prolonged instability in Central Africa.

US Policy in the Great Lakes Region: Overlooking War Crimes, Weakening Democracy and Empowering Authoritarian Rule

Introduction

For more than two decades, United States policy in the Africa Great Lakes region has been shaped by a strategic alliance with the governments of Rwanda and Uganda. These partnerships emerged after the 1994 genocide in Rwanda and were built around security cooperation, post-conflict reconstruction and regional influence. Rwanda under the Rwandan Patriotic Front (RPF) and Uganda under President Yoweri Museveni were widely portrayed by Western policymakers as reformist governments capable of stabilising a fragile region.

However, a growing body of evidence and political criticism suggests that this partnership has had serious unintended consequences. By prioritising geopolitical stability and military cooperation, the United States and its allies often overlooked credible allegations of war crimes, human rights violations and authoritarian governance.

One of the most controversial examples is the United Nations Mapping Report published in 2010, which documented mass atrocities committed in the Democratic Republic of Congo between 1993 and 2003. The report included allegations involving the Rwandan Patriotic Army, raising questions about accountability and international silence.

Since Axel Rudakubana's parents are Tutsi genocide survivors, and his father, Alphonse Rudakubana, is a nephew of Wellars Gasamagera, the Secretary General of Rwanda's ruling party - RPF, the tragedy that occurred in the UK has not been mentioned by any tabloids or news outlets in Rwanda.
