Pourquoi le double rôle du Rwanda détruit la crédibilité des Nations Unies

Le présent article avance deux accusations distinctes mais liées contre la participation du Rwanda aux missions de maintien de la paix des Nations Unies. La première est le conflit d'intérêts. Le 8 juillet 2025, le Trésor américain a imposé des sanctions ciblées contre le Rwanda, désignant de hauts responsables des Forces de défense rwandaises (FDR) ainsi que des entités liées pour leur rôle dans la direction et le soutien du groupe armé M23 en République démocratique du Congo (RDC). Ces sanctions font suite à des années de preuves documentées, compilées par les Groupes d'experts successifs des Nations Unies, confirmant que le Rwanda a déployé ses forces militaires régulières sur le territoire souverain congolais, a commandé les opérations du M23 et a facilité l'extraction illégale des richesses minérales congolaises.

Peacekeeper and Warmonger: Why Rwanda's Dual Role Destroys the Credibility of the United Nations

 

This article advances two distinct but related charges against Rwanda's participation in United Nations peacekeeping missions. The first is conflict of interests. The second is the misuse of UN resources for purposes unrelated to the peacekeeping mandate. Why Rwanda Must Now Be Expelled from UN Peacekeeping Missions

On 8 July 2025, the United States Treasury imposed targeted sanctions on Rwanda, designating senior Rwandan Defence Forces (RDF) officials and entities for their role in directing and sustaining the M23 insurgency in the Democratic Republic of Congo (DRC). These sanctions followed years of documented evidence compiled by successive UN Groups of Experts confirming that Rwanda has deployed its regular military forces into sovereign Congolese territory, commanded M23 operations, and facilitated the illegal extraction of Congolese mineral wealth.

The United Kingdom, the European Union, and Germany have imposed parallel or complementary measures. Taken together, these sanctions represent the convergent formal legal determination of the world's most significant sanctions authorities that Rwanda is engaged in internationally unlawful conduct threatening regional peace and security.
